What makes the Mumbai market different

Maharashtra operates its own Shops and Establishments Act, its own professional tax regime, and minimum wage schedules notified and revised on their own cycle. Companies expanding into Maharashtra from another state routinely carry over their existing compliance calendar and find it does not fit — different registers, different returns, different thresholds.

Mumbai's employment profile is weighted towards financial services, media and entertainment, and professional services. In those sectors compensation structures are complex, variable pay is a large share of total cost, and internal parity is genuinely difficult to hold together. A bonus-heavy structure that looks competitive in aggregate can conceal significant fixed-pay inequity.

Maharashtra also has a longer and more organised industrial relations history than most Indian states. Employee relations matters in the state's manufacturing belt tend to be more procedurally demanding, and settlements are less easily reached informally.

The city's cost base creates a specific retention problem. Mumbai salaries carry a housing premium that other cities do not, and employers who benchmark nationally rather than locally consistently underpay relative to the market their people actually live in.

Maharashtra has its own Shops and Establishments Act, its own professional tax regime, and separately notified minimum wage schedules. Registers, returns and thresholds differ. A compliance calendar built for Delhi will not transfer without being rebuilt.

What is professional tax and does it apply to us?

It is a state-level tax on employment, deducted by the employer and applicable in Maharashtra among other states. It does not apply in every state, which is precisely why companies expanding into Maharashtra from a state without it frequently miss it entirely.
