Pune sits at an unusual intersection — a large automotive and engineering manufacturing base alongside a substantial technology sector. Those two halves need very different HR practice.

What makes the Pune market different

The Pimpri-Chinchwad and Chakan industrial belts carry a genuine manufacturing employee relations environment — permanent workmen, contract labour, organised representation and formal disciplinary procedure. This is where my Labour Court and conciliation experience applies most directly.

Contract labour is the dominant compliance exposure in Pune manufacturing. Where a contractor fails to deposit statutory dues for workers deployed at your premises, the liability can travel back to you as principal employer. Verifying contractor challans and returns is routine work that very few companies actually do, and it is almost always where an audit finds the largest number.

Pune follows the Maharashtra regime — the state's Shops and Establishments Act, professional tax, and separately notified minimum wage schedules which for manufacturing categories are detailed, skill-graded, and revised on their own cycle.

The technology sector in Pune has a different profile from Bengaluru: lower attrition, a lower cost base, and a workforce more likely to be settled in the city long term. Retention strategy that works in Bengaluru is frequently over-engineered for Pune.

As principal employer, you can be held liable where your contractor fails to pay wages or deposit statutory dues for workers deployed at your premises. The exposure is often significant and is almost always discovered during an inspection or a dispute rather than in advance. Routine verification of the contractor's actual filings, rather than their assurances, is what prevents it.

Do you travel to Pune for disciplinary proceedings?

Yes, where the matter genuinely requires presence — a domestic enquiry, a conciliation hearing, or a plant-level investigation. Preparatory and documentary work is handled remotely, which keeps the cost of the engagement proportionate.

How is HR different between Pune manufacturing and Pune IT?

Almost entirely. Manufacturing HR is dominated by workmen, contract labour, statutory registers and disciplinary procedure under the Industrial Disputes Act. IT HR is dominated by attrition, compensation benchmarking and speed of hiring. Companies operating both frequently try to run one HR policy across them and find it serves neither.
